Big Slice Of Social Security Funds Remains Unspent, To Be Used This Year

ROUGHLY a quarter of the funds the central government had allocated last fiscal for various social sector schemes has not been spent and would be available for spending under those very schemes this year, officials privy to government spending said.
    The government had allocated about Rs 1,20,000 crore for spending under eight flagship schemes, aimed at building social infrastructure, providing education, healthcare services and midday school meals as well as creating rural jobs.
    While money has been spent fully
under some schemes, others have large sums of unspent amounts lying idle with the agencies concerned. Finance ministry officials said the final figure of spending under all the eight flagship programmes will be worked out based on inputs from the government's internal auditor—the Controller General of Accounts (CGA).
    The National Rural Employment Guarantee Scheme (NREGS), which promises 100 days of work to every rural household with an adult volunteer, received Rs 34,000 crore last year, including the previous years' unspent balance.
    Of this, only Rs 24,000 crore has been spent. The balance Rs, 10,000 crore
would be the opening balance for the NREGS this financial year.
    The interim budget had allocated Rs 31,000 crore for the current year, which is expected to be substantially raised in the full budget, given the ballooning unemployment due to the economic slowdown. As the funds were carried over from last year, the money ready for spending this year would be more than what would be allocated in the full budget documents, officials told ET.
    Unspent money under this scheme, however, cannot be taken as a direct measure of inefficiency in implementation as demand for unskilled work can come down due to normal economic activity in rural areas as well.
